(Information provided by Simon Cottam from the CWGC database).

The CWGC lists 528 casualties from Bristol Division RNVR. Bearing in mind there were only 5 RNVR Divisions at the time, Bristol saw people enlisting from Cornwall up to Birmingham and beyond. Of the 528, 51 are listed with Bristol addresses (as against the 27 names on the plaque, one of whom had an address in Cornwall). Some of the 528 do not have any address listed, so the number of Bristol casualties may well be under stated. The list of 51 does not include those who lived in nearby towns such as Bath and Weston-Super-Mare.
